THE PANEL'S ROLE
The Panel of the Independent Inquiry is made up of three individuals, Professor Robert Dingwall, Dame Jill Macleod Clark and Peter Owen CB.
The role of the Panel is to advise in relation to the production of the preliminary consultation paper and the final report of the Inquiry.
As complete a Panel as possible will attend the formal evidence gathering sessions in London, Cardiff and Edinburgh and at least one member will attend the national public evidence meetings.

Dame Jill qualified as a nurse at University College Hospital, London and worked in a variety of clinical posts in the hospital and the community. She gained a BSc Hons in Social Psychology from the London School of Economics and completed her PhD in 1982.
She has an extensive research track record and has published widely. Her professional and academic interests focus around the development of clinical and professional roles, interprofessional education, health promotion and education policy.
Dame Jill is currently Deputy Dean of the Faculty of Medicine, Health & Biological Sciences at the University of Southampton where she is spearheading the development of interprofessional learning within the Faculty.
Dame Jill also contributes to a number of national initiatives and working parties related to clinical academic careers and workforce modernisation.
She was Chair of the Council of Deans from 2002-2007 and is currently President of the Infection Prevention Society, a Council Member of ASH and a Trustee of the Smith & Nephew Foundation.

Peter Owen has spent most of his career in the Civil Service, working closely with ministers on the development of policy. His final three appointments were as Deputy Secretary Housing and Construction Industry Policy, Head of the Cabinet Office Economic and Domestic Policy Secretariat, and Director General for Schools.
He left the service in 1999 to join the Institute of Chartered Accountants first as Executive Director of its regulatory and disciplinary directorate and then as Secretary General (Chief Executive).
He was in charge of the Institute's Professional Standards Directorate when it developed its comprehensive Practice Assurance Scheme. He also played a leading part, both as Executive Director and subsequently as Secretary General, in complex discussions with the government over the relationship between the Institute and the Financial Reporting Council when it acquired its new role as regulator of the accountancy profession. Peter left the ICAEW in 2003.

Robert Dingwall is Professor and Director of the Institute for Science and Society at the University of Nottingham.
After a first degree in Social and Political Science from Cambridge, he was awarded a PhD in medical sociology from the University of Aberdeen.
He has carried out a wide range of research projects on professions, work and organisations in health, legal services and science, including studies of innovation in pharmaceutical services for people with mental health problems and of the work of solo pharmacists.
He has also been an adviser to the Pharmacy Practice Research Trust and to the Pharmacy Practice Research Enterprise Scheme.
Professor Dingwall is married to a pharmacist (non-practising).
